Dr. Betty Reynard received her Associate of Applied Science in dental hygiene, Bachelor of Science and Master of Arts degree in education from Lamar University before earning her doctorate in Higher Education Administration from the University of Houston.  A lifelong educator, she began her career in higher education in 1979 as an instructor of dental hygiene at Lamar University, rising through the ranks as a program coordinator, assistant to the vice president and Vice President for Academic Affairs and Workforce Technology at Lamar Institute of Technology before becoming president of Lamar State College Port Arthur on September 1, 2014.

She has achieved academic and professional leadership at the national, state and local levels, serving, inter alia, as a Port Arthur LNG Community Advisory Committee member; board member of the American Technical Educators Association; Chair and Secretary of the Council of Allied Health, American Dental Educators Association (ADEA); Delegate of the ADEA; reviewer for the Southern Association of Colleges and Schools; consultant to the Texas Higher Education Coordinating Board; and, Chair of Higher Education Regional Council for Southeast Texas.
Throughout her career, Dr. Reynard has been actively engaged in numerous civic, charitable and community activities, including the Christus St. Elizabeth’s Health System Advisory Committee, the Port Arthur Chamber of Commerce board of directors, and the North Port Arthur Rotary Club.  Her contributions have been recognized and honored many times, including receipt of the Ben and Julie Rogers Community Service Award and the prestigious Pacesetter Award from the National Council for Marketing and Public Relations. 

Dr. Reynard was born in Fort William, Ontario, Canada and is married to Dr. David D. Reynard, a retired orthodontist.  She has a son, Brian Neil Reynard, and two step-children, Robyn Kocot and David D. Reynard, Jr.
